In my experience Info domains are not disadvantaged by search engines simply because of their extension. The content of a website and the search location have much more of an effect and this is also true for other extensions of course. Info domains tend to rank higher for a search on Google.com than they do on Google.co.uk for example.

As for values it is a matter of supply Vs demand no matter what the extension. Obviously demand is usually greater for the .com extension but it's not as simple as discounting a fixed percentage from the .com value in my opinion.
