I'm confused by this point too.
I'm also confused that people can't get their money or domains back as domainers have all neccessary documents.
Has anyone successful with a complaint at ICANN, as suggested by woopwoop, for all kind of complaints, not specifically this? I'm just don't know how efficient ICANN is?
