A few questions to ask yourself is;
how much is it worth to you in terms of 'absolutely must have' or 'would be nice to own it but could use something else' so how important that you secure the domain?
How much is your maximum spend? depending on the name itself, the owner and whether he needs to sell & his £$ expectations clearly will influence his decision to hold it or keep it.
I would let him know how much you have to play with (and that you are comfortable in spending) and that it is your only and final offer.
I would let him know that you have cash available for the purchase and that you would like to wrap it up in 24 hours.
