Sometimes it works. Generally it is English language keywords that tend to make the jump between most ccTLDs. However there is another effect - that of the Adjacent Markets. Companies in nearby countries selling into a particular country will often register their domain in that target market's ccTLD. This seems to be quite different to domainers registering domains and then parking them. Registering domains in ccTLDs in a non-local language is potentially a very hit and miss affair. Development is a lot more important in ccTLDs and they traditionally have a higher number of developed websites (as opposed to parked/coming soon etc).
