1. Get links to as many internal pages as you can, I would say 30-50% home page and 50-70% internal pages.
2. Get links form sites that have a similar theme to the page they are linking to.
3. Try and get as many one way links as possible, Reciprocal links are OK but if the % of reciprocal vs one way is too high you will suffer
4. Vary your link text A LOT.
5. Try to get links from pages with no other external links on, or as few as possible.
6. Forget links from pages with 20-30+ external links on
7. Try to get links from older sites.
8. Try to get a link in the middle of the page copy which is highly related to the link text and your site's content.
9. Look for links from pages that have a title tag that is related to your link text and your site's content
10. DON'T BUILD LINKS TOO FAST.

I'm sure there's lots more but that should get you started.
