Alledgidly since the new algo updates..
Inside AdWords: Landing page quality update
high paying ads display on high quality landing pages (good page rank, well indexed etc etc..)
low paying ads display on low quality landing pages (scraper sites, mfa, low page rank, etc etc...)
If you don't think the above affects you.. I suggest tweaking the Competitive Ad Filter to block specific (low paying ads)
