It depends what you consider the term "transfer" to mean.
I suspect most people here would say "transfer ownership" and "change TAG"
To reiterate,
To change TAG to a different registrar is free at 1+1, although the new registrar may make a charge.
If you ask Nominet to change the TAG for you, you will have to pay the Nominet TAG change fee.
To change ownership will require you completing the Nominet transfer forms & paying the Nominet transfer fee.
