Pardon the pun...
Im going to develop SteamTrains.co.uk, Hopefully into a site where users can add comments and upload there own pics.

Which platform would be best?

for a cheap option (read free) use wordpress, with the many plugins available it'll do what you want.

other options would be Drupal or Joomla! which are slightly more complex in terms of back end admin and set up.

Thanks Fish, was undecided between wordpress and drupal.
Is wordpress ok SEO wise?

Of the peg wordpress is the best for seo. To make Joomla better you need to install a plugin and make a few changes.

You can change WP url structure (permalinks) from the control panel to make them seo friendly.
