Where it gives the hint and tips box on the first page is where I found mine to change it.

Anyone got a view (taxation wise) what difference being contracted with google ireland instead of google inc. will make?

They seem pretty sketchy themselves on the VAT treatment of adsense earnings if you are a non-ireland publisher.
