Jurisdiction re .com domains

Does anyone know off hand the jurisdiction rules that apply to .com domains ?. I had it in my mind that the jurisdiction is the location of the Registrar ,but maybe I am mistaken and maybe it is automatically the USA as registry is there ?

Jurisdiction in what sense? Jurisdiction of use? UDRP?

As far as I know it "was" intended originally for US
