You need to explain a bit more what you are asking. Sending traffic to a domain name to increase its traffic artificially for a better sales price is not illegal but it is not a good thing to do. If you mean increase traffic to a site by registering multiple domains to point to it, that is common practise.

I wouldn't have though they would object if it is genuine traffic which may be of interest to them, if you are just sucking up their bandwidth by sending them useless traffic then they might object. Buy hey, if you have a reasonable amount of traffic why not forward to someone who really wants it and will pay you good money for it?
