ICANN doesn't administer the country code domains. Those registries tend to be a law unto themselves. Some ccTLDs like .cm and .co have a high value for type-ins but it would not be unthinkable to see extensions like this being seen as an easy target by ISPs who want to make some money by diverting traffic to their own ads. And it would be hard to find users who would even notice the difference.
