Do any of these tools work for Japanese or other foreign languages, do you know?

Its v fast if you load it with a few hundred proxies, make sure you scan the proxies first tho to remove the dead/transparent:

ps. you dont have to remove all the crap from the lists (..elite proxy Algeria (Algiers) etc etc..) just past them into drt and it will extract the ip + port
