try pointing Safari on your iPhone to help.benm.at and load up the o2 Mobileconfig. It'll unlock tethering for you. Officially you're supposed to pay 15 quid a month for 3Gb.
It works a treat with my iPhone 3GS/macbook over bluetooth.

I'm using a 3GS PAYG on my old 3G contract SIM. I know PAYG SIM users have to use a different APN from mobile.o2.co.uk, that may be why it's not working?
