Yep unfortunately there is a few that still do it, but it's each countries right to decide.

But any country that executes someone elses citizen who is so clearly mentally ill, is out of order.

This case is beyond explanation...

I actually stayed awake last night awaiting the reversal which I felt sure would come. That was an act of pure barbarism - not exactly unknown in that country. You'll get a bullet in the neck if you don't pay your taxes on time.

Its quite a big political issue, as Gordon Brown has wrote numerous times to their leaders, and they ignored it.. first .eu citizen to be executed there for over 50 years also. From what I know about bipolar disorder, I thought it made you have highs and lows, not sure how that could be a lawful defence in drug traficking (4kg of herioin is a very lot of it!)

I think the issues mainly revolve around the Chinese unwillingness to have his mental health checked properly, given that they have the possibility in their legal system for mitigation on that basis. Plus the judges ridiculed him in court.

The EU have been calling for China to commute death sentences to life in prison for many years. I suspect the Chinese do not wish to set any precedent here, it would weaken their stance on other matters, such as the execution of Tibetan protesters, etc!

That's funny, the Lisbon Treaty which has now been ratified has introduced provisions for an EU-wide death penalty in the small print. So much for what was once sold to nations as a mere trade agreement...
