The article title is very misleading. The tl;dr is that anti-terror campaigners can pay for adwords to be shown to people searching phrases to do with extremism. The same as anyone can.

Yes. All they're really doing is (effectively) banning extremist Adwords campaigns. Doesn't impact on the organic results. But that's far from the only news outlet to fail to make the decision - whether through lazy journalism, or ignorance, I don't know, but both paths lead to the same misinformation.

Dr Anthony House, a senior Google executive, revealed the pilot scheme in evidence to MPs scrutinising the role of internet companies in combating extremism.

“We are working on counter-narratives around the world. This year one of the things we’re looking at is we are running two pilot programmes,” said Dr House.
Google claims the program will not adjust the results themselves but will simply curate the top results which are typically used for advertising, and the ad revenue would be made up in government money set aside for anti-extremism efforts.

So Google will replace ads they deem to be promoting extremism, with ones they deem to be anti-extremism...and then bill the government for the difference in revenue!

Why don't they just stop accepting ads they deem to promote extremism?
