Ohhh Dearrr i haven’t read all the comments, but i think the reason you both disagree is because there is no clear cut answer to the question, multiple methods work or don’t work, whether we are talking links or content. As mentioned it’s a percentage of luck as well you could rank for months...

Everyone has mixed views i see different combos working for one niche but not for another, Short term = links, long term again depends on niches but the obvious combo of links and content..
