Dropped Domain 301 Redirect

Is it possible to 301 redirect pr from a dropped domain?
Is there a right and wrong way to do it??
I notice all the domains with heavy backlinks always get snapped up quickly, so there is obviously a reason for it.

I have wondered the same question and the people I asked say you can and it could be a good way to jump start the PR of the new domain.
