    By 'speculative catch' do you mean you sent speculative register requests without first checking to see whether it was available?

    or something else

    Yes, specced emails, not using the DAC.

    What is the limit on those emails, does every one count as a penalty email?

    The combined number of REQUEST and QUERY operations attempted on a name that already exists, but on a different tag, must not exceed 1,000 in any 24 hour period.

    So yes each one goes against your 1,000 limit per rolling 24 hour period.
