    do you mean just the banner image that when you hover over there's an effect on it ?

    Its a CSS3 gradient background on hover.

    Take a look at this generator : http://css3generator.com/

    It should give you a decent grasp of whats possible with the correct cross browser compatibility ( if there is one )

    If you use Chrome, right click and inspect element. That way you can explore and learn the CSS attributes being used.

    Edit: you can right click on a node in the left hand side and use "force element state" to see hover CSS, rather than the default inactive CSS.
