Are there any good microsite services out there that can build wordpress sites and content?

I dont really have a budget - if I like the design and content then willing to pay the going rate for a good service.

http://www.miniblogs.co.uk/ a friend of mine runs this site. however i've not spoke to him in a while and not sure if hes still doing it, but hes an excellent designer.
