A friend of mine has a co.uk domain with 1and1.

Following a dispute over downgrading from hosting to just a domain with them, they have locked the account until my friend pays for hosting they're not using.

We now want to change the nameservers.

What options do we have to either get the DNS changed or swap registrars?

All you need to do is login to the Nominet account associated with the domain name, and from there you can change it to a different tag.

I assume she will have to create an account with a new registrar ready to receive the domain?

Yes, open an account at a new registrar, then transfer in the domain to them, during which you'll be asked to change the tag to theirs.

If it was a free domain with hosting some hosts keep the email in there name to stop a transfer. If They paid for the domain a quick call to nominet explaining one of there registrars is acting unreasonable may see them do the tag change for free they often try and get you to sort it out between yourselves before stepping in though. In that case a quick £12 quid can save a whole load of messing about.

I hate competitors that practice such shady tactics as these. Eurgh.

Make sure you cancel all contracts otherwise they will continue to charge and even send to collections. They are famous for doing this. 1&1 have a horrible reputation when it comes to domains.
