The new owner's portfolio includes PPC work for http://mydistance-learning-college.com/ so it may be for them.

If so re-branding to distancelearning.co.uk would be a vast improvement and if spend a lot on PPC they can probably recoup the cost fairly quickly in improved CTR and quality score. Also just from looking at their Google reviews, it seems a re-brand would be a good idea (assuming they have improved!)

Or it may just be that the agency has seen what clients in this sector will spend and spotted an opportunity...

Reminds me of building a directory of courses for the local college in 1998, think I earned £100. It used a Perl script called Links which was really impressive at the time
