Needs to be a domain that could be used for a fairly generic (but ok within a category) new site, so something like 'coolsoftware.co.uk' or 'homeinfo.co.uk' is good but 'phpinstructor.co.uk' or 'bathroomsreading.co.uk' aren't - because i could develop coolsoftware into a site with lots of content in different areas, while phpinstructor would confine me too much.
Budget depends on the domain, can go to very low 4 figures for recent drop of very good metric, brandable domain, website that wouldn't be out of place, search traffic history, etc. More likely low to mid three figures for most.
