noindex/follow on index page?

is it possible? I don't want the index.html page indexed, but i do want the rest of the site indexed. Will google follow this command?

i recollect seeing some config options under the google webmaster tool. from memory believe when you upload a sitemap with pages, make sure you not only mark the index.php (or .html) but also the route default home as noindex

fyi - would also be woth indicating the noindex on both the meta tags on the index page and in a robots file
