People from out side the UK are unlikely to see .co.uk does your target audience have access to the internet? or ability to read or the knowledge of what term to search for ? Most legal immigrants are given the information either prior to coming when they applying for a visa etc. You could try targetting them but it would be difficult without using a tld...? Illegal ones would only need it once they had been caught so to speak and then would be given the information from duty solicitor. If a legal firm did have it before and could not make it work assuming they had knowledge in the target area? It didn’t work for them I would question if it would work for someone who doesn’t..?
I would try firms that its there core business certainly I see the .com is not doing anything try them also? but if none of them are interested think about if you would ever make a revenue from it..?
Namealot made me think of two things. If the keywords in the domain are important, you need to find out who would be searching that - people already in the UK or people looking to come in.
Then also need to consider whether advertisers would be providing the service to those people. What i mean is that if the majority of visitors would be outside the UK and most of the advertisers (eg law firms) would be providing a service to those in the UK, you won't get a very good conversion rate
