Isn't it time sedo allowed listings without parking

I think they delete them if they can't confirm your the owner of the domains.

They use the parking page to measure visitors, I dont believe it is a requirement to use it though.

They also delete them when the NS records do not resolve. If you check you may find that those domains are in the renewal / suspension phase.
