I never understand that 'charge back' phrase, is it an American thing?

A charge back is a refund...

If you buy a domain, get it regged, change your mind,
tell your credit card bank you never received it, they may
"charge back" the registrar what you paid.

However be kerful, most T&C's say if you "charge back"
there is a big fee and legal costs.
