Nominet Changing 'legal entity' of Nominet account

Has anyone had experience of changing the legal entity that 'owns' their Nominet account?

I'm trying to change it as my business partner (my Dad) has retired. After first being told I needed to send a letter and copy of his ID, I've now been told to change it I have to re-apply and repay a new £400+vat joining fee plus annual membership.

To change our bank account, we just had to sign a form :rolleyes:
