It is completely vague when it comes to affiliate links/banners/etc. The way I, and most others, read it, is if you are not storing any data and simply referring people to third party providers... you don't need a CCL.Presumably it will be if you yourself are actually doing CCL activity and using a .org.uk as a means to capture leads. If you are an affiliate, in most cases you're not obligated to have a CCL?
