uk ownership of dropped domains

Am I right in assuming that if a co.uk domain is dropped and is reregistered then the .uk domain becomes available for anyone to buy?

Yes, once the co.uk drops then it loses the right of registration so the .uk is FTR
 
Hence why there are so many messy splits on domains caught.
 
Unless rights were already exercised or the .UK were registered separately.
 
Also if the .co.uk owner drops the .uk after taking up the rights

Yes, .uk rights kept by .co.uk on pre june-2014 only if registrant changed. If it drops then .co.uk & .uk are separate entities...

...until june-2019 when .uk for .co.uk must be registered if not already by .co.uk registrant, otherwise can be freely registered.
