1plus.net and minisite building vs parking

I know this is kind of a big debate, but, what do you think is better? Parking or building minisites? Does google penalize for parked sites a lot? Would that mean that if you have domain names people would not directly go to, you should try building minisites?

I heard the difference in click thru rates is like, 20%, with parked domains being higher. Why is that?

Have you heard of any of the companies like 1plus.net that help build minisites?
