I used phpld which is designed mainly for link exchange websites but can be used for a business directory.

Mine is Little Lever Local

There's a newer version out but not tried it. It's not free but works well and is well supported.

I did see a free one recommended somewhere on here as well, but not had the chance to look into it yet.

phpmydirectory.com is probably the best business directory script out there. phpld, esyndicat and all the others are good for link directories.
