Usual 10 minute snipe rules in operation:

1. Any offer in the last 10 minutes extends the end time until 10:10pm. If there's no offers in the last 10 minutes, auction ends at 10:00pm

2. Any offers made in the 10:00pm - 10:10pm period extends as normal for 10 minutes, ending when there have been no bids for a 10 minute period.

This could be a good name for someone, community loans are taken out mostly through credit unions, there are around 500 of those in the UK, they should have more really, they're very popular here in Ireland, there's over 100 credit unions in Dublin alone, 42 here in Cork etc, see Wikipedia for more info http://en.wikipedia.org/wiki/Credit_union#Global_dispersion
