What do I need to be able to let other family members have their own email addresses from one of my domains so that they have their own log ins, can change their security passwords etc? Are there any simple scripts that I can use?

Depending on the servers you are using, most better quality hosts offer a webmail (via browser) solution for your domain, so you would just create the email addresses and then give them the login details, you shouldn't need any script.

The domain is at Godaddy, just parked at present but want to put up a one pager so they can go there and click 'email login'.

Through cpanel, would I need to set up each email for them and just let them have the login details? Would they be able to change their password themselves without needing the overall cpanel login?

That is what the item I sent you a link to previously allows you to do.
 
Google apps would be suit and be free. The benefits of gmail are always good to have. I much prefer this and have this implemented on many sites now.
 
SquirrelMail is easy to use, it's not very pretty though. Plenty of hosts have a 1 click install and it has separate logins etc. Only thing you would need to admin yourself is the storage capacity.
 
I'd recommend Google Apps also, assuming you can still get a free account. Tbh, even if you have to pay for it, it's probably still worth doing.

Being able to search past emails becomes priceless as the years go on. Other options probably provide a search facility, but I doubt any are as accurate or as quick as Google.
