When a domain is put on name drive is the offer price based on actual revenue or the RPM column??

The 'offer' you get is the 'offer' that the potential buyer wants to make. The few offers I got through Namedrive, before I had the link changed to my own sales site, tended to be for about $1.

It's up to you to counter offer/negotiate.
