I would learn xhtml strict as your basic, strict generally renders better on all browsers, maybe better for seo also.
Next learn basic CSS, ideally 3.0. Using CSS 3.0 will introduce Selectors to you, which will give you a good ground for jQuery, when you get that far.
After this I'd learn some basic javascript (again prep for jQ), some basic PHP enough to plumb in a script.
Once you have these bits then worry about graphics, and converting a PSD file into html/css layout.
