Offers submission, research help please

When submitting offers for a domain, should the user have to verify their e-mail first or not?

User offers - verify by e-mail first or not? My research is split.

Some domainers like the speed and simplicity of no verification, others want verification.

Many thanks.
 
Surely a simple process of

1. Make offer
2. As soon as the offer has been submitted a little notice saying " An email has been sent to verify your address, the seller will not see your offer until you have confirmed your email"
3. Email of the offer is held in moderation of until email is confirmed and removed after x amount of days.

Is that much more long winded than it currently is, its not like your asking them to register etc, you could even have two parts in the admin panel maybe with offers "pending in moderation" and offers "confirmed" but not have emails sent out to the sellers when something is pending.

I like pberry's idea of having it selectable though, would make everyone happy.
