Should a ccTLD registry be able to keep a new domain out of DNS without a fixed deadline?

InternetNZ is consulting on a new .nz “Protective Hold”.

Some new registrations could be kept out of DNS while the holder details are checked. The draft says a successful check should end the hold as soon as practically possible, but there’s no fixed maximum time.

It made me wonder about the wider ccTLD question: if a registry uses a pre-delegation hold for risk checks, should the rules always include a hard deadline?
