As far as I can see the domain name was owned by the government and just redirected to the official helptobuy gov uk website which still exists.

Because of the SEO value and the niche around Mortgages, Loans ect ect (Finance Niche i suspect). The government are on the ball though if you look at the DRS history and also helptobuy is still a genuine active scheme so the content that gets loaded onto this domain needs to be fully above board otherwise the government could end up filing for it.
