is it against Adsense T+Cs to have their adverts rotating - as I am trying to do on jeremyclarkson/ .co/ .uk ?

Just the colours that are rotating. I wouldn't have thought so. It's not as if you're directly asking people to click the links.

Changing colours is fine, they already offer that feature as far as I can remember, having Newsflash or Recommended would probably be against their TOS though as that is drawing attention to thm in a way Adsense don't like so that text could be changed.
If in doubt Adsense are pretty good if you email them your url and ask for approval.
