say I had a site that ONLY used affiliate window adverts (no adsense) would I be allowed to say something like "Please consider buying from the following stores to help support our website" ?

You'd need to read the finer points in the license document, but generally, if it is clear to visitors that there is financial benefit to you by clicking the ads and they are only encouraged to click ads they are interested in the offer you will probably be OK

on a pure cpa like that yeah why the hell not... try that on anything cpc based and u'll be terminated faster than you can imagine!!
