I read here the rate its 60ms so I wrote in a sleep of 0.1 seconds (100ms) into my script

That should be fine given its doing other stuff besides sleep()ing

but I keep getting blocked?

100ms would last 12 hours

Yes you will get blocked.

The fastest you can go is 60ms but at 100 ms you will exceed your 24 hour quota. In order to stay within your rolling 24 hour quota you need to stay at 200ms.
