On the Copy scape.com site I do see they have a trademark notice:

TRADEMARKS. Copysentry, Copyscape Premium and Copyscape are copyright of Indigo Stream Technologies, Ltd. All rights reserved. Indigo Stream actively protects all trademarks of Indigo Stream Technologies or its affiliates. All other trademarks appearing on Services are the property of their respective owners.

I have searched ipo.gov.uk but could not find anything on there, do you think its a bad idea to develop this site?

It is my understanding that even if the other party doesnt even have a trademark,you can lose your domain name. They just need to prove that they have a recognised brand and/or you are using the site in bad faith.

I would personally not put a penny into developing copyscape.co.uk as i think it would be a classic case of bye bye domain!!!

i would also take the domain out of the title and their domain too, adding (.) so doersnt get indexed. will be already but will go
