Creating An Interstitial Page for Twitter

Hi Guys

I interested in the idea of creating an interstitial ad page for use with Twitter. You know the kind of thing, where you can display some ads for a few seconds before taking them to the destination url.

Is this allowed by Twitter? I think it is, because I've seen a few people do it.

Any pointers on how to go about creating one?

Yes. Although I'm now thinking maybe an interstitial ad page is just too annoying. Regardless, is it easy to do or not? Anyone tried it?
