The Admin Zone forum have a post exchange schem which is quite good (or was when I tried it) I posted in a few peoples forum and they posted in mine.
If I were you I would load the forum up with as much unique content as you can before getting paid posters. You need a critical mass of traffic before you can get things going. Otherwise you will get your 10 or 20 posts and then they will leave and things will go quiet again.

Thanks - it's the travel one that's our main one.
With forums, the hard bit really is getting off the ground. That's why we created our post exchange system. Problem with the large exchanges, I found, was that there's always a few who don't 'play fair' and think it's OK to just post "yeah, I agree" or "lol".
