It just so happens that I was listening to a podcast about something like this the other day. The Tiny Things blog covers Windows mobile development, and has an interview with Rob Miles (http://www.crazyworldofrobmiles.com/), who is a Professor at Hull University and teaches game programming:

I don't know how much experience you've got in programming, but I would say it's worth taking a look at asp.net for your development language.
