Grey pixel effect HELP

Before I do myself any harm could someone point me to a small program or effect to do the below please?

Top one looks like 8 bit grey scale and the one below needs that effect adding.

I can pixelate it like that but the contrast won't be the same as top one and if i change it the font will change too unless you have it without font or on speerate layers.
