Heartinternet unstable redirects

What's the reason for unstable redirects? sometimes the end page simply doesn't load and just now I get this

Forbidden
You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

It's ok, I moved the domain back to 123 and nameservers just need changing.
