Newsletter system wanted

I need to have a easy to use/install Newsletter system or even hosted elsewhere online (not much budget for monthly costs)

that will import my mailing list (upto 2000) and allow user to remove themselves.

I must be able to create the content myself to send out and design the template.

just looking for any ideas if you guys have used.
